Lubyanka is a neighbourhood of the Industrial District in Anywhere City appearing in Grand Theft Auto 2. The area is controlled by the Russian Mafia and is where Claude Speed gains his instructions from Russian Mafia leader Jerkov.

- The neighbourhood is named after Lubyanka Square in Moscow, Russia, which is also the location of the infamous Lubyanka building that housed a prison and the headquarters of the KGB.
