Guernsey City is an mentioned area located in an unseen section of the State of Alderney, as only one island of Alderney is prominent to the storyline of Grand Theft Auto IV, The Lost and Damned, and The Ballad of Gay Tony.
Guernsey City is not part of Liberty City's metropolitan area like the Alderney island shown in game.

This city is unseen, however Jimmy Pegorino mentions to Niko Bellic that The Commission think's of Pegorino's crew as "just a bunch of Guernsey goombas" implying that Guernsey City has crossed over from Grand Theft Auto 1 to the HD Universe (much like Liberty City, Vice City, and San Andreas).
Trivia
- As stated by Rockstar, from the perspectives of the players the surrounding area of the games' maps are endless ocean, however in reality (to the protagonist and all in-game characters) the mainland is actually extremely close. (At least on one side depending on which state you're in). This, with Jimmy Pegorino's statement, could imply that Guernsey City is very close to his home in Westdyke.
