:I believe you are correct. A reference to something in NYC is much more likely than something from another game (with a different spelling?). I'm not sure how 'notable' Stillwater Avenue is, but feel free to change that sentence. You shouldnt say "IS a reference to" unless theres a specific link, you would say "which is probably a reference to" or "may be a reference to".
